The City Council awards a loan of 8.33 million for investments such as Varea or Primero de Mayo pools

As explained by the spokesman of the municipal government team, Miguel Sainz, the City “will amortize during this year 9.3 million euros, more than the amount for which a loan is requested, so we will continue to reduce debt, throughout this term has been reduced by 8.3%. “

He stressed that this amount “will be used to finance investments in the city during this year”, among which he has cited the Varea swimming pools, the Plaza 1 de Mayo, the urbanization of the streets surrounding the Palace of Justice, improvements in sports facilities, urbanizations in city streets, road preparation and investments in new technologies and information technology.

Sainz stressed that “we continue to reduce debt in this City Council, an 8.3% decrease in two years, we have 6 million less debt than when we began this mandate” and recalled that, in this year, the forecast is to amortize 9, 2 millions.

On the other hand, the Local Government Board has approved the dossier to hire the cafeteria and toilets service of the kiosk ‘La Rosaleda’ in Paseo del Espolón and in the Ebro and Ribera-Campus parks. In both cases a negotiated procedure is opened without publicity of adjudication.

In the case of La Rosaleda, a minimum canon of 12,000 euros per year is established. The services will be provided for a period between April 1 and October 30 of each annuity. The minimum opening hours to the public of the cafeteria will be between 10 and 22 hours. The term of the contract is two years.

For the parks of the Ebro and Ribera-Campus, jointly, a minimum canon of 6,000 euros per year is established. The services will be provided for a period between May 1 and October 30 of each annuity.

During the next few days the bid will be published in the BOR and a deadline for the submission of proposals of 15 calendar days will be opened from the day following the publication of the announcement.

The document states that the contractor must pay a minimum amount of 500 euros for the entire summer period. In the event that the successful bidder proposed opening on other dates would entail an additional cost: monthly opening (150 euros), weekend (75 euros) and special events (100 euros per day).

The validity of the contract will begin this summer, from the delivery of the work and opening to the public of the installation, and will end on September 30, 2019. The beginning of the service provision in 2014, will take place after the completion of the construction of the pools and the delivery of the work.

In addition, the local government has awarded this morning the contract for the edition and distribution of the municipal newspaper De Buena Fuente to the company Producciones MIC SL for an amount of 75,000 euros. Miguel Sáinz explained that only two offers were submitted and one of them presented an economic offer higher than the bidding budget which was 85,451 euros.

He added that “it will be a significant saving compared to the previous contract as it will mean a saving of 10,622 euros, includes a total of 43 print runs, 37 black and white and 6 in color, with 30,000 copies per print run.” The price per copy goes from 0.70 euros to 0.06 euros.

Finally, the Governing Board has approved the rules and call for grants for non-profit entities to develop actions to promote employment aimed at groups with special difficulties in entering the labor market.

An expenditure of 120,000 euros is authorized for these grants. The application period will be 20 business days from its publication in the BOR. With these grants, information, guidance and counseling actions are financed in terms of employment, as well as training and job placement for groups with special difficulties in accessing the labor market.

In 2013 this aid was allocated to the Red Cross, Cáritas Chavicar Foundation, ARPS, ASPACE, ASPREM, FEAFES-ARFES, La Rioja Without Barriers, Association of families and women of the rural world, Inter Europe, and ARSIDO.
